Plan Description from Henry County Planning & Zoning:
The document includes a methodology section describing the process for identifying, prioritizing, and costing recommended projects and forecasting funding. The final plan recommendations are broken out by project type including new roads, road widenings, arterial upgrades, intersection improvements, active transportation, transit, freight, and travel demand management. The prioritized projects were put into financially constrained implementation phases. The first phase is called the Short Term Action Plan and includes the years 2016 – 2021. The second phase is Mid-Range and includes the years 2022 – 2030. The third phase is Long Range and includes the years 2031 – 2040. The final phase, Unconstrained, includes all the other identified projects that were not able to be funded over the 25-year horizon of the plan. More than $3 billion worth of transportation projects were recommended. Over the planning horizon, it is projected that about $1 billion in funds will reasonably be available to implement the plan. The document also contains potential funding scenarios to help cover the $2 billion in unfunded needs.
