Mill Road roundabout accepting construction bids

Henry County is accepting bids for a new roundabout at the intersection of Mill Road and Mt. Carmel Road. Purchasing bids from qualified vendors are due before February 17, 2021 at 3 pm.

The project is located in commission district two. Voters approved funding for the project within SPLOST IV in November 2013.

Roundabout Plans

Henry County awarded a design contract for the intersection in March 2019. VHB, Inc. of Atlanta, GA completed the design for a contract price of $180,000.

During the design process, a roundabout was determined to be the preferred alternative instead of a traffic signal. Roundabouts have proven safer than traffic signals throughout the nation, and are more efficient at traffic movement.

The roundabout has a 20’ circulatory roadway with a 13’ truck apron. The truck apron — recognizable by its red stamped concrete — accommodates the back tires of a tractor-trailer or similar large vehicle. The design speed within the roundabout is 20 miles per hour. The posted speed limit is 45 mph on both streets at the intersection.

The board will consider awarding a construction bid after county staff review the submitted bids. The selected contractor will have 240 days from the notice to proceed to reach substantial completion on the project.

District II Projects

In commission district II, another SPLOST IV project is in design: the dirt road paving of Selfridge Road. Other SPLOST IV projects included the Bear Creek Senior and Recreation Center and a concession building at Avalon Park. Intersection improvements are also complete at Mt. Carmel and Chambers Road, SR 81 at Mill Road and Hampton-Locust Grove Road at Simpson Mill Road. In addition, fire station 14 in Luella was funded through SPLOST IV collections.

Voters approved SPLOST V in November 2019. Collections started in April 2020. Projects in district II include the Flippen Road extension, a new recreation center at North Mt. Carmel Park, and sidewalks on Mill Road.
