BOC May 21 preview

The Henry County Board of Commissioners meet on Tuesday, May 21, at 6:30 pm. Meetings are held at the Henry County Administration Building located on Henry Parkway in McDonough.

Agenda items include six public hearings for planning & zoning items, to include four rezoning requests, one appeal for a conditional use permit, and one request to modify zoning conditions. The FY 2019-2020 annual operating budget is also scheduled to be adopted. The meeting agenda and all meeting exhibits are available to view on the county website.

Builders Professional Group, LLC of Jonesboro, GA requests a rezoning from RA (residential agricultural) to R-2 on sewer for 87.29 +/- acres located at 728 Elliott Road. The applicant is proposing 130 lots in a conservation subdivision. Conservation subdivisions allow lot sizes as small as 10,890 square feet (one quarter-acre), and in exchange, the developer preserves forty percent open space on the property.

The zoning advisory board recommended denial of the rezoning request and denied the applicant’s request for a conditional use permit to allow a conservation subdivision. The builder appealed the ZAB’s denial of the conditional use permit and the board of commissioners will now render a second decision on the request.

Willow Lane townhomes

The Reservoir Group of Watkinsville, GA requests a rezoning request from RA (residential agricultural) to RS (residential suburban) for 23 +/- acres located on Willow Lane north of Hopewell Place. The applicant is proposing one-hundred residential units to include fifty six townhomes and forty-four single-family residential lots.

The subject property is designated for high density residential development on the county’s future land use map supporting up to sixteen net units per acre. The project’s net density equates to 8.25 units per acre. Planning staff and the zoning advisory board recommended approval of the request.

Highway 155 North subdivision

Mandalay Properties of Cumming, GA requests a rezoning from RA (Residential Agricultural) to R-5 (Single-Family Residence) for 17.9 acres located on the west side of Highway 155, north of Town Square Drive. The R-5 zoning district allows 10,890 square foot lots and would yield 28 lots if approved. The future land use map designates the area for medium density development, supporting up to six units per acre, and supports the proposed project. The subdivision has a proposed net density of 2.2 units per acre.

The zoning advisory board recommended the R-3 zoning district for the property, to match the existing subdivision located to the immediate south. The ZAB also recommended a condition for all homes to consist of three sided brick.

Eagles Landing Country Club expansion

Land owners for fifty acres located at the northern end of Peach Drive are requesting a rezoning from RA (residential agriculture) to R-3 (single-family residence). The R-3 zoning district allows 18,000 square foot lots; however, the applicant is proposing a minimum lot size of 24,000 square feet. The project is a proposed addition to the existing Eagles Landing Country Club with forty-three lots. Road access is proposed via Bethpage Drive.

The zoning advisory board recommend approval of the request. The minimum home size is proposed to start at 3,000 square feet.

SR 81 at Old Jackson Road commercial development

Farooq Akbar of McDonough, GA requests a modification to zoning conditions for 4.320 +/- acres located at 1666 Highway 81 East, west of the highway’s intersection with Old Jackson Road. The property was zoned to the C-2 (general commercial) zoning district in 2006.

The proposed modifications will allow the property to be developed into a 7,000 square foot gym plus six 1000 sq ft tenant spaces. Planning staff recommend approval of the applicant’s request.
